CBD Red Zone Access Programme
The CBD Red Zone Access Programme has been established to allow business owners and residents to apply for temporary access into the cordoned area. It started 1 July 2011.
Note: This programme is not designed to enable businesses to resume operating in, or residents to resume occupying, cordoned areas.
How to apply
For your application to be processed you must:
- Provide a copy of a structural survey report of the building, carried out by a Chartered Professional Structural Engineer (CPEng), no matter what colour placard the building has.
- If you have a yellow or red placarded property, the report should also include a Structural Safety Assessment from a Chartered Professional Engineer.
Note: You can request a copy of the report from the owner of your building. Alternatively you could request written permission from the building owner to engage a Certified Professional Structural Engineer yourself. Visit www.ipenz.co.nz for a list of engineers.
How to submit your application
Scan the application form and accompanying documents, then email them to redzoneaccess@cera.govt.nz
Post the documents to: CBD Red Zone Access Programme, CERA, Private Bag 4999, Christchurch 8140.
After you apply
- Allow 1 to 2 working days, from the time it is received, for your application to be processed.
- We will contact you to let you know the outcome.

Displaced CBD red zone residents, CBD business and building owners, and those working in the CBD red zone may be interested in registering for the Earthquake Recovery News and Information service.
