What is the draft Recovery Plan for the CBD?
Under the Canterbury Earthquake Recovery Act 2011, the Christchurch City Council was given the responsibility of developing a Recovery Plan for the Christchurch CBD. In preparing this document the Council called it the draft Central City Plan. The terms “draft Central City Plan” and “draft Recovery Plan for the CBD” are used interchangeably.
The aim of the draft Recovery Plan is to set out how the Central City will recover from the devastating Canterbury earthquakes of 2010 and 2011. It must be consistent with the Recovery Strategy, which is being developed by CERA. It can also direct that the Council must amend RMA planning documents such as the City Plan.

Written comments are now closed
From 21 December 2011 until 3 February 2012 members of the public were invited to make written comments on the draft Recovery Plan for the CBD.
Written comments will be provided to the Minister for Canterbury Earthquake Recovery, via the Canterbury Earthquake Recovery Authority (CERA) for consideration.
What has happened so far?
In August 2011 the Christchurch City Council developed a draft Central City Plan, in consultation with the wider community using "Share an Idea", public workshops and a variety of other consultation methods.
The CCC held hearings on written comments on the draft Plan in early October 2011. All comments on the draft Plan have now been considered by Council and amendments were made to the draft Central City Plan. The revised document, the “draft Recovery Plan for the CBD”, was presented to the Minister for Canterbury Earthquake Recovery on 21 December 2011 for consideration.
What happens now?
The Minister for Canterbury Earthquake Recovery will consider the draft Recovery Plan for the CBD along with the written comments. The Minister will need to consider the purposes of the Canterbury Earthquake Recovery Act 2011 and must have regard to the impact, effect, and funding implications of the Recovery Plan. The Minister may make changes, or no changes, to the draft Recovery Plan for the CBD that he thinks fit; or withdraw all or part of the Recovery Plan.
The Minister will make a decision on the draft Recovery Plan for the CBD and announce that decision in early-mid 2012. He must give reasons for the decisions. If the draft Recovery Plan for the CBD is approved it will be publically notified and presented to the House of Representatives.

Relationship between the Recovery Plan and the Recovery Strategy
The draft Recovery Strategy for the greater Christchurch area proposes a road map for recovery from the 2010 and 2011 earthquakes, including direction for major activities required to make the recovery effective, timely and well co-ordinated.
Public consultation on the draft Recovery Strategy is now closed (the period for comments was from Monday 12 September to Sunday 30 October 2011).
The draft Recovery Plan for the CBD is one of a number of Plans that will sit under the Recovery Strategy. The draft Recovery Plan for the CBD is unique as it is a statutory requirement - any other recovery plans have to be directed by the Minister.
The Recovery Strategy identifies possible recovery plans that the Minister may later direct be written. These recovery plans would be developed to address issues concerning the wider area of greater Christchurch.

Government response to the August 2011 draft of the Central City Plan
CERA has coordinated a government response to the Christchurch City Council draft (August 2011) central city recovery plan.
The response forms a basis for ongoing discussions, which are continuing between Christchurch City Council and officials from across government regarding the plan.
